The regulatory body for cosmetic filings in Great Britain (GB) is the Office for Product Safety & Standards (Office for Product Safety & Standards, OPSS), which is responsible for cosmetics regulatory development, market access, post-market supervision, etc.
The region of Great Britain consists of England, Scotland and Wales. If cosmetics are placed on the market in Northern Ireland, there are separate regulatory requirements.

3. British definition of cosmetics
"Cosmetic" means any substance or mixture intended to come into contact with external parts of the human body (epidermis, hair tissue, nails, lips and external reproductive organs) or with the mucous membranes of the teeth and mouth for the sole or primary purpose of cleansing, aromatising, altering appearance, protecting or maintaining good condition or removing odour.

The former OPSS does not charge official fees, and the registration period is 1-2 weeks.

Q:What is SCPN(Submit Cosmetic Product Notification,SCPN )?
A:SCPN is the filing system established by the United Kingdom after Brexit to replace the CPNP.
Q:How long is the validity period of SCPN after completion?
A:The validity period of the cosmetics filing is related to the agreement time of the UK agent. PIF is kept for at least 10 years after the last batch of products is released.
Q:Can the SCPN record be renewed after expiration?
A:It is only related to the agency agreement, and the replacement of the agent needs to be re-filed.
Q:What are the requirements for animal testing for cosmetic filing?
A:Cosmetic products shall not be allowed to be manufactured if their ingredients, combinations of ingredients or final formulations have been tested on animals to demonstrate their safety within the meaning of this Regulation. GB sold on the market. However, in order to meet the requirements of the regulation, historical animal test data from animal tests conducted before such tests were banned at EU level can still be used.
