3. New Zealand Cosmetics Definition
Cosmetics are any products or preparations intended to come into contact with various external parts of the human body (epidermis, hair system, nails, lips and external genitals) or the mucous membranes of the teeth and mouth, with the sole or primary purpose of cleaning, aromatising (giving off a fragrance), improving appearance, correcting body odor, protecting or keeping them in their good condition.

6. HSNO Act
The HSNO system approves substances, not products. Each hazardous substance must be approved under the Hazardous Substances and New Organisms (HSNO) Act before it can be imported, manufactured or used in New Zealand. Approved substances will receive an approval number. Its purpose is to protect the environment, as well as human health and safety, by preventing or managing the adverse effects of hazardous substances and newborn objects.

Q:What are the regulatory requirements for cosmetics containing nanomaterials in New Zealand?
A:Any person intending to import or manufacture in New Zealand cosmetics containing nanomaterials other than zinc oxide or titanium dioxide must notify the Authority in writing at the time of the first importation or manufacture of the substance.
Q:What is the status of cosmetic regulatory updates in New Zealand?
A:In accordance with the current regulations, the import of compliant cosmetics can be carried out until December 31, 2025. Thereafter, it will be implemented in accordance with new regulations.
