1. Introduction to the Australian Cosmetics Regulatory Authority

The Australian Health Authority - Department of Industrial Chemical Regulation (AICIS) is responsible for the regulation of imported industrial chemicals, including cosmetics, personal care products, cleaning products, etc.
The Australian Pharmaceutical Administration (TGA) regulates cosmetics with specific therapeutic claims, as well as some specific types of cosmetics (such as sunscreen). Its main functions include: cosmetics registration and evaluation, advertising and labeling regulation, market surveillance and recall.

3. Australian cosmetics definition and classification
An Australian cosmetic is a product used on any outside of the body or inside of the mouth to change the smell or appearance of its parts, clean them, keep them in good condition or provide protection.
In Australia, products are recognized as "cosmetic" or "therapeutic" based on their main intended use, ingredients, and claims.
Examples of products that are not cosmetics:
①Sunscreens (products used primarily to protect against ultraviolet radiation), which are medicines;
②Humectants that contain sunscreen as a secondary ingredient and have a clear therapeutic purpose (" to help protect the skin from UV radiation ") are regulated as medicines
③Australian Pesticides and Veterinary Medicines Authority Register.

A:This refers to the AICIS registration of businesses (referred to as "introducers") that import industrial chemicals into Australia or manufacture them locally. Businesses are registered, not products or chemicals. In any given registration year, a business must be registered prior to importing or manufacturing industrial chemicals.
