1.1 Eaa and Introduction
General cosmetics are regulated by the local health ministry or drug administration.
Depending on the claims of cosmetic efficacy, combined with the classification requirements of local regulations, it may also be regulated by other departments.
1.2 Supervision and regulation
The regulatory regulations of the destination country shall prevail.
1.3 Definition of cosmetics. sort
The general definition of cosmetics is to rub, spray or other similar methods applied to the skin, hair, nails, lips and other human body surface, for the purpose of cleaning, beautifying, modifying the chemical industry products, generally do not involve the claim of medical use.
The classification of cosmetics is generally determined according to the claims of the product. However, depending on different national or regional regulations, cosmetics with specific claims may be considered pharmaceuticals or other categories of products.
1.4 INCI name
INCl (International Nomenclature Cosmetic Ingredients) is an internationally recognized name used to identify cosmetic ingredients. Approved and assigned by the International Nomenclature Committee (INC), Published by the Personal Care ProductsCouncil, PCPC's [International Cosmetic Ingredient Dictionary and Handbook] and wINCI's online database.
Whether the INCI name is mandatory for cosmetic names depends on local regulatory requirements.
Applying for a new INCI name requires a paid application according to the requirements of the PCPC。
1.5 Product Information File (PIF)
Products sold by cosmetics companies should have a Product Information file (PIF).
The Product Information document (PIF) includes basic product information, raw material data, formulation information, production and quality management information, product stability information, test reports, safety assessment reports (CPSR), and product claim supporting documents.
The safety assessment report also needs to be signed by a qualified person.
